The meetings of Chinese Ambassador Hou Yanqi with senior leaders of the ruling party, NCP, have been much discussed at a time when an intra-party dispute in NCP has reached the climax.
We have dozens of examples of adding fuel to the unstable political situation through undue activities of ambassador and even special envoy of our southern neighbor. To analyze and conclude Ambassador Hou Yanqi’s visit as an act of foreign invention without substantial information about the context and content by some of the leaders and activists of opposition party is regretful. In fact, if we go back and study a 6-decade long history of the diplomatic relations with China, we can find China to be always standing in favor of Nepal’s political stability and sovereign integrity. In this sense, our northern neighbor’s overt message and good wishes for a stable government for her prosperity should not be considered otherwise. This is not an issue of an exposure of a hidden mystery.
It is crystal clear that China has always been expressing its good wishes for a strong establishment side whereas, our southern neighbor’s support lies only to the government favorable to it. Despite public remarks and news about Ambassador Hou Yanqi’s meeting with NCP senior leaders, Madhav Kumar Nepal and Jhalnath Khanal, nothing has come to the public about the details of their meetings.
Madhav Nepal’s meeting with foreign diplomates in the capacity of NCP senior leader as well as the chief of Department of Foreign Affairs can’t be considered as an unusual practice. Moreover, new polarization among countries created by current pandemic of COVID-19 and many issues related to Nepal -India border dispute and bitterness being created by it are in an apex position in terms of discussion.
After the sudden adjournment of the ongoing parliament, some of the serious and significant business-like Millennium Challenge Corporation to be discussed within the parliament have been stored and in other sense, they have been uncared. In such a reality, the concern and discussion by a neighboring diplomat to evaluate the impact of possible course of Nepalese politics on bilateral and geopolitical diplomacy should be considered as the diplomatic talks. To think the meeting of a neighborly diplomat with NCP leaders may bring equational alteration is nothing more than a depressed feeling. It can’t be otherwise even if a neighboring country shows its interest in certain leaders. NCP leadership that has accumulated sufficient experiences in leading the government and handling party politics is quite able to resolve party’s internal affairs itself and it must be.
The real reason behind the debate and discussion being continued among Nepal’s political and intellectual circles in connection to the meeting between NCP senior leaders and Ambassador Hou Yanqi is also the history of the past. We all are well aware that repeatedly open interventions have been imposed by our southern neighbor, India in course of drafting the new constitution and its promulgation. The government of India had sent current foreign minister of India, Subrahmanyam Jaishankar as a special envoy to impose pressure on Nepalese politicians to delay the act of constitution promulgation.
Those who had opined that Nepal government had to follow Subrahmanyam Jaishankar’s suggestion are provoking the current situation. It has unmasked their real countenance. Time and again Nepalese government kept on changing since the political change 1991 till transitional period unstable Nepalese politics and conspiracies were plotted in the rooms of Kathmandu based star hotels under the disguised Avatar. The situation became such that some of the leaders got an impression that they could not reach to the power without the blessings from India. Due to this fear affected inferiority mindset, India succeed in its micromanagement not only in Nepal’s politics and economy but also in the sensitive areas like security.
In reality, such hidden and ill intended interventions can be harmful, but any diplomatic meetings held openly with good intention should not be the issues of objection to anyone. Moreover, current mean and ill-intended analysis made by Indian media houses have represented and exposed the level of the Indian establishment. Media belonging to any particular country is free to carry independent analysis on internal issues but examples of making an analysis of a foreign country beyond their national policy on diplomacy and strategic issues can’t be found elsewhere. Criticism must be based on the facts and should be made in polite manner and should maintain certain decorum and media ethics.
However, most of the media in India have come down to the street naked. We had not experienced before such a perplexity and agitation being exhibited among the so-called Indian media and a mass of intellectuals in connection to the dispute surfaced in the ruling party and Nepal -China relation. At this juncture, we should not forget that there is a fraternal relation between Nepal Communist Party and Communist Party of China. It is also obvious that Communist Party of China that has been ruling a vast nation has a dominance over the state mechanism of China. No one should be baffled to know that there is a fraternal relation between two communist parties. Moreover, China does not prescribe any model of governance to a country more than suggesting to move forth along the path of stability and development.
There is a formal diplomatic as well as strategic partnership relation with Pakistan in South Asia for a long time. However, there is no uniformity between the political parties and people of China and Pakistan. But China has the strongest bilateral relation with China among South Asian countries. This example can show about the reality of China and its ability.
It is true that China intends to promote the consolidated unity of NCP and stability of the government but it does go beyond good wishes. China can’t follow the foot prints of Indian establishment in making Nepalese politicians of all party’s dance in its tune in Delhi and hatching conspiracies in Kathmandu based star hotels as in the past. That is not the diplomatic culture and tradition. We can easily surmise the reason behind the coincidence of the hue and cry of some of the intellectuals, urban elite class people enjoying southern and western stuff, and the lamentation and insanity of Indian media together. They all are longing to see NCP’s disintegration and split whereas, China intends its unity. There is no need of any conspiracy to see NCP united but it needs shameful and abhorrent conspiracies to bring its disintegration and split. Currently this campaign has been intensifying in Nepal.
As a rising superpower, China is always in favor of Nepal’s stability and prosperity if we study its history and there is a need of good diplomacy, mutual diplomatic relation on equal footings in the days to come for Nepal’s prosperity. For this sake, the dialogue with China and its representatives should be regarded as the exercise of the continuation of collaboration. Moreover, only if the present government implements the past agreements forged with China and creates a condition of landlinkedness , it will in the wellbeing of Nepal and Nepalese people. In this issue, Nepal’s media and intellectuals should try to awake the government and the government too should be ready to work. Nepal is missing the point at this juncture.
