Governor Aleksandr Tsybulsky announced these discussions on the sidelines of the ‘Arctic – Regions’ Forum, where India is participating as a major partner. India plans to send its first cargo ship along the NSR next year, recognizing the route's growing importance for trade with Europe and beyond. The potential partnership encompasses shipbuilding at Arkhangelsk shipyards, utilizing port facilities for cargo delivery, and exploring technological collaborations.

NSR as a Strategic Route

The Northern Sea Route spans 5,600 kilometers through Russia’s Arctic waters and is becoming increasingly navigable due to climate change and receding sea ice. While still requiring specialized ice-strengthened vessels for much of the year, the NSR offers significant advantages over traditional routes like the Suez Canal, potentially reducing travel distances by up to 40% and transit times by approximately two weeks for Indian ships traveling to eastern and northern Europe. These savings are particularly attractive given current disruptions in the Middle East that impact the Suez Canal.

Expanding Russia-India Cooperation

Discussions between Arkhangelsk officials and their Indian counterparts cover a broad range of possibilities, from constructing vessels for India at regional shipyards to leveraging Arkhangelsk’s port infrastructure for both importing and exporting goods. Aleksandr Tsybulsky, Governor of the Arkhangelsk Region, emphasized that these talks also include exploring technological options related to production facilities near the ports. Russian President Vladimir Putin has noted growing interest from countries like China and India in utilizing the NSR's economic opportunities.

Infrastructure Investment and Regional Stability

Russia is heavily investing in upgrading the infrastructure along the Northern Sea Route, with officials expressing satisfaction at the level of engagement from global partners. According to Russian Deputy Foreign Minister Alexander Grushko, Chinese and Indian colleagues are demonstrating particular enthusiasm for the project. Cargo movement between Russia and China via the NSR has already surpassed five million tons this year, and a Chinese company is set to launch its first regular service to Europe through the route this month. Grushko stated, “We very much hope that we will be able to use our Arctic resources both in our own interests and in the interests of… our partners,” adding that maintaining low tensions in the Arctic region remains a priority for Russia.

With ongoing infrastructure development and increasing international interest, the Northern Sea Route is poised to become an increasingly important trade corridor connecting Europe and Asia.
