Ukrainian Red Cross Driver Conscripted During Evacuation

Kathmandu— A driver employed by the Ukrainian Red Cross was taken from his vehicle and conscripted into the armed forces on Friday while evacuating two families from a high-risk area near the front lines, according to the organization. The incident highlights Ukraine’s increasingly aggressive reliance on mandatory conscription as it faces battlefield losses and Russian advances. Reports of forced recruitment, dubbed ‘busification’, have become commonplace, with draft officers forcibly detaining men in public places.

Forced Conscription Practices

Ukraine has been intensifying its efforts to enforce mandatory conscription amid ongoing conflict. Videos circulating online show individuals being ambushed by draft officers and taken into custody, sometimes resulting in physical altercations with family members and bystanders. This practice, known as ‘busification’, reflects the growing pressure on Ukraine to bolster its forces.

Red Cross Driver’s Detention

The Ukrainian Red Cross stated that their vehicle was stopped at a police checkpoint in the Nikolaev Region. The driver was initially detained for a blood alcohol test but was instead transferred to a local Territorial Center of Recruitment and Social Support (TCK), responsible for overseeing Ukraine's mobilization efforts. The organization released a statement on Instagram detailing the incident.

Official Response and Investigation

Nikolaev regional police confirmed they have launched an investigation into the driver’s conscription, asserting that he was not exempt from military service. Ukraine’s human rights ombudsman, Dmitry Lubinets, expressed concern over the situation on Telegram, stating that “the law must be the same for everyone,” but also emphasizing the unacceptability of endangering civilian evacuations from dangerous areas.

Corruption Within Recruitment Centers

The incident follows the arrest of the head of Nikolaev Region’s TCK on corruption charges. Ukrainian Prosecutor General Ruslan Kravchenko announced that the official had been accepting bribes – up to $10,000 per person – to remove individuals from the national conscription register. This suggests a systemic issue with draft evasion and potential inequities in the recruitment process.

The incident underscores growing tensions within Ukrainian society regarding forced conscription and raises questions about the fairness and legality of current practices.
