Vote Count Begins in Guinea-Bissau Referendum on Strengthening Presidency

Kathmandu— Voting results are being counted in Guinea-Bissau following a referendum that could significantly strengthen the presidency. Citizens voted Sunday on whether to approve a new constitution, which would shift the country from a parliamentary to a presidential system ahead of elections scheduled for December 6. The turnout exceeded 55 percent and was deemed credible by electoral officials.

Military Government's Stance

The referendum is seen as an effort by military leaders to stabilize the country’s political institutions after a coup in August last year. General Horta Inta-A Na Man, the transitional president, stated that the goal of the referendum was to ensure whoever wins the upcoming elections can serve their full term without interruptions. Under the current transitional charter, Inta-A Na Man is barred from running for office.

New Constitution's Impact

The proposed new constitution would allow the president to appoint and dismiss the prime minister and members of government, as well as dissolve parliament. This shift aims to address past issues with power-sharing between the presidency and parliamentary majorities that have led to political instability.

Election Credibility

"The poll took place without any incidents that would call into question the credibility of the vote," said Idrissa Djalo, executive secretary of the National Electoral Commission. Results are expected on Tuesday and will determine whether Guinea-Bissau transitions to a presidential system.
