Kathmandu— Dol Prasad Aryal, Speaker of the House of Representatives in Nepal, called for legal reforms that align with contemporary times, technology, and societal demands. Speaking at a function commemorating ‘Civil Code Day’ organized by the Ministry of Law, Justice and Parliamentary Affairs on Monday, Aryal highlighted the federal parliament's role not only in creating laws but also in monitoring their implementation and advising the government on necessary improvements. He stressed that building a just and effective legal system requires collaboration between various stakeholders including the legislature, executive, judiciary, and civil society.
Collaborative Approach to Legal Reform
Aryal emphasized that formulating and implementing laws is not solely the responsibility of one entity. He stated that continuous dialogue, collaboration, and coordination are crucial among the legislature, executive, judiciary, legal practitioners, civil servants, academics, civil society, and the general public to build a just and effective legal system.
He further noted that both the quality of laws and their effective implementation are essential, alongside strengthening judicial and administrative institutions and increasing legal awareness amongst citizens.
Accessibility and Rights Protection
The Speaker underscored the importance of clear and accessible language in legal provisions. He believes that laws should be simple, understandable, and practical for all citizens to use.
Aryal also expressed that legal frameworks must prioritize respect and protection of fundamental rights, freedoms, and human rights for every individual.
Civil and Criminal Code Impact
Speaker Aryal lauded the implementation of Nepal’s Civil Code, Criminal Code, and other related codes as a significant milestone in the nation's legal history. He stated that these codes have established a foundation for modernizing and strengthening Nepal’s justice system by organizing and updating civil and criminal laws.
The event marked ‘Civil Code Day, 2083’, signifying ongoing efforts to refine and improve Nepal’s legal framework.
