Nepal’s Social Welfare System Aims for Cohesive Society

Kathmandu— Social welfare policies in Nepal are designed to ensure the well-being of its citizens by providing universal access to education, healthcare, housing, income support, and other essential services. These initiatives aim to reduce poverty, social inequality, discrimination, structural injustice, and promote non-coercive social relationships. The Social Welfare Council (SWC) plays a crucial role in coordinating these efforts.

Historical Foundations of Nepali Welfare

Nepal’s welfare system has deep roots in its Hindu-Buddhist philosophy, which emphasizes dharma (virtuous conduct) and daan (giving). Historically, institutions like temples and monasteries cared for the needy, including widows, orphan children, disabled individuals, and deserted elders. During conflicts, natural disasters, and human-induced catastrophes, philanthropy, volunteer work, and relief efforts have been pivotal in mending societal fabric.

Modern Social Welfare Initiatives

The Nepali state has established the SWC to coordinate social institutions and deliver basic services. The council monitors and evaluates non-governmental organizations (NGOs) and civil society activities, ensuring alignment with local and national priorities. It also supports training and grants for NGOs working in areas such as child welfare, women’s empowerment, elderly care, disability support, poverty alleviation, disaster relief, education, and small-scale project works.

The Ministry of Women, Children and Senior Citizens, along with several sectoral commissions, is actively involved in bridging high ideals and abject conditions. Organizations like Maiti Nepal rescue girls and women sold into brothels, while the Social Welfare Association of Nepal supports quality education and health for deprived communities.

International Collaboration

The SWC collaborates with international organizations to enhance its welfare programs. The International Organization for Migration (IOM) Nepal provides legal aid, counseling, economic rehabilitation, and transitional justice support to conflict victims. Additionally, the Centre for Mental Health and Counselling Nepal aims to reintegrate conflict victims into their communities.

NGOs like Peace and Beautiful Children Welfare and Milestone Youth Welfare work across various fronts of youth development, while the Gurkha Welfare Trust assists ex-servicemen in health care.

Despite significant progress, challenges remain in coordinating fragmented welfare measures to ensure they are impactful and sustainable. The government continues to seek ways to integrate these efforts more coherently.
