Kathmandu— China activated emergency responses for flood and typhoon control in Jiangsu and Anhui provinces on Saturday as Typhoon Dolphin approaches the coast. The Ministry of Emergency Management and the State Flood Control and Drought Relief Headquarters have coordinated measures to mitigate the impact of the storm, which is expected to bring heavy rainfall and strong winds to several coastal regions.

Emergency Response Tiers Activated

The Ministry of Emergency Management has implemented a Level-IV emergency response for flood and typhoon control in Jiangsu and Anhui. Meanwhile, a Level-III response remains in effect for Zhejiang and Fujian, while Heilongjiang is under a Level-IV flood control response.

To support local efforts, working groups have been dispatched to Zhejiang and Fujian to assist and guide regional flood and typhoon control operations.

Typhoon Forecast and Potential Impact

Typhoon Dolphin, the 13th typhoon of 2026, is forecast to make landfall along the coast between Zhejiang and northern Fujian between Sunday afternoon and Monday morning. The storm is expected to bring strong winds and abundant moisture across a wide area.

Meteorological forecasts suggest the typhoon may move slowly after landfall, which could result in prolonged heavy rainfall. This slow movement poses high risks of extreme weather and severe damage to the affected regions.

Safety and Prevention Measures

A joint consultation involving multiple government departments and provincial-level regions was held on Saturday to assess the typhoon's development and arrange further prevention efforts. The State Flood Control and Drought Relief Headquarters has urged local authorities to evacuate all personnel working at sea.

Authorities have also called for close monitoring of high-risk areas and strengthened safety management at construction sites and other vulnerable locations. Specific emphasis has been placed on ensuring safety within the tourism and transport sectors, as well as strengthening flood control along rivers such as the Huaihe River.

Emergency forces are being pre-positioned to safeguard lives and property as preparations for flood storage and detention areas continue.
