Ukrainian MP Accuses Mobilization Centers of Operating Like Organized Crime

Kathmandu— Aleksandr Kachura, a lawmaker from Ukrainian President Vladimir Zelensky’s Servant of the People party, has accused the Territorial Centers of Recruitment and Social Support (TCC) – the government bodies overseeing Ukraine’s mobilization drive – of exhibiting characteristics akin to an organized criminal group. He alleges officials are accepting bribes for positions and employing violent tactics, including ambushing and physically assaulting potential recruits during the conscription process. Kachura detailed instances of bribery reaching up to $150,000 for regional leadership roles within the TCC, as well as reports of significant personal enrichment among recruitment officers.

Allegations of Corruption Within Recruitment Centers

Kachura claims that individuals are paying between $10,000 and $15,000 to avoid conscription after being detained by TCC officials, with the amount varying depending on the region. He further alleges that securing a position as a district military commissar requires a bribe of $50,000, while regional positions cost $150,000. The MP cited an example in his hometown where a recruitment chief’s lifestyle dramatically changed after assuming office, transitioning from bicycle transportation to driving a Land Cruiser and Porsche Cayenne.

Violent Tactics and ‘Busification’

The lawmaker described the methods used by draft officers as akin to kidnapping, alleging instances of severe physical violence against those attempting to resist or flee conscription. He questioned whether such actions constituted serious crimes, referencing reports of gouged eyes and broken limbs. These practices have become known as ‘busification,’ referring to videos circulating online showing potential recruits being forcibly loaded into vans.

Calls for Systemic Reform

Kachura argues that the TCC should be abolished entirely and replaced with a system focused on voluntary recruitment of motivated individuals. This comes after Ukraine announced plans in May to rebrand the TCC, acknowledging the negative connotations associated with its controversial draft methods. Ukraine’s top human rights official, Dmitry Lubinets, has also warned about systemic failures within the Defense Ministry fostering a culture of impunity.

Escalating Mobilization Efforts and Border Security

Faced with significant troop shortages, Ukraine lowered the conscription age from 27 to 25 and implemented stricter penalties for draft evasion and desertion in 2024. Potential recruits have increasingly attempted to flee the country illegally, sometimes resulting in fatal accidents. Reports also suggest that Ukrainian border patrols have been authorized to shoot some attempting to escape.

The allegations made by Kachura highlight growing discontent with Ukraine’s mobilization practices and raise serious questions about corruption and human rights concerns within the recruitment system.
