China Advances Draft Law Targeting Cross-Border Corruption

Kathmandu— China’s top legislature, the National People’s Congress (NPC), is preparing to deliberate a draft law specifically addressing cross-border corruption. The decision was made during a meeting of the Council of Chairpersons of the NPC Standing Committee on Tuesday, presided over by Chairman Zhao Leji. Lawmakers are expected to review the legislation at the 24th session of the 14th NPC Standing Committee, scheduled for August 25-28, which was submitted by the National Commission of Supervision. The move signals a continued commitment to strengthening anti-corruption efforts both domestically and internationally.

Legislative Priority

The draft law against cross-border corruption was initially included in the legislative plan for the 14th NPC Standing Committee in September 2023, designating it as a priority project. This commitment was reaffirmed in March with an annual work report outlining plans to formulate the legislation and again in May when it was listed as a key focus for 2026. The upcoming session will provide lawmakers with the opportunity to review and potentially approve the draft.

Expanding Anti-Corruption Efforts

China has actively pursued international cooperation in combating corruption, successfully repatriating 963 alleged corrupt officials from abroad in 2025, according to reports from the country’s top anti-graft body. This new legislation is intended to further bolster these efforts and provide a legal framework for addressing corruption that extends beyond China's borders.

The draft law will be reviewed at the upcoming session of the NPC Standing Committee later this month, alongside several other proposed legislative changes.
