Ukraine’s Former Defense Chief Calls for Wartime Elections, Challenging Zelenskyy

Kathmandu— Ukraine is facing growing calls for a presidential election even as it battles Russia’s invasion, sparked by an unexpected appeal from former Defense Minister Mykhailo Fedorov. The 35-year-old technocrat, dismissed in July after disagreements with top military officials, urged his former boss, President Volodymyr Zelenskyy, to hold a vote despite the ongoing war. While experts say organizing an election under current conditions is nearly impossible, Fedorov’s call has resonated with some Ukrainians and highlighted concerns about the long-term sustainability of the wartime government and potential corruption within Zelenskyy's inner circle.

Fedorov's Rise and Dismissal

Mykhailo Fedorov gained recognition for his innovative approach during his tenure as defense minister, focusing on logistics, technological advancements, and securing Western aid. He orchestrated cyberattacks and drone strikes targeting Russian supply lines, but was ultimately dismissed by President Zelenskyy following a falling-out with General Oleksandr Syrskii. Despite the dismissal, Fedorov repeatedly affirmed his loyalty to Zelenskyy and declined alternative positions, including one at Palantir Technologies.

Public Support for a Potential Challenger

Recent polls indicate significant public trust in Fedorov as a potential presidential candidate. A July survey by the Kyiv International Institute of Sociology showed 63 percent of Ukrainians trusted him, placing him second only to former top general Valerii Zaluzhnyi and slightly ahead of Zelenskyy at 56 percent. Some citizens believe Fedorov represents a fresh start, free from the corruption scandals that have plagued Zelenskyy’s administration. “Fedorov is clean; he hasn’t been involved in any scandals,” said Tetiana Baybachenko, a Kyiv resident who participated in pro-Fedorov rallies.

Logistical and Security Concerns

Despite growing calls for an election, observers emphasize the immense challenges of holding a vote during active warfare. Ukraine's constitution prohibits elections during wartime, which is entering its fifth year in February. The security risks are substantial, as campaign events could be targeted by Russian attacks. Olexiy Haran, professor at Kyiv-Mohyla Academy, argues that “a stable truce” of at least six months would be necessary to realistically organize an election. Svetlana Chunikhina, vice president of the Association of Political Psychologists of Ukraine, believes Fedorov’s push for a vote is premature and could damage his credibility.

Underlying Political Issues

Analysts suggest that Fedorov's call reflects deeper problems within Zelenskyy’s political team. While Zelenskyy initially enjoyed high popularity following his election in 2019, his Servant of the People party has become dysfunctional, and several key allies have been implicated in corruption scandals. Igar Tyshkevych, a Kyiv-based analyst, notes that Zelenskyy is running out of credible outsiders to fill government positions, creating a cycle of distrust and potential instability. Boris Bondarev, a former Russian diplomat, criticized Fedorov’s move as prioritizing personal grievances over national needs.

The debate surrounding wartime elections underscores the complex political landscape in Ukraine, even as the country continues to fight for its survival. While holding an election soon appears unfeasible, the calls for democratic renewal highlight growing concerns about governance and accountability.
