Several MPs raised concerns about the lengthy delays in achieving justice for victims of sexual assault and the lack of adequate support following sentencing. Kushum Maharjan noted that victims often wait years to receive justice, and even after a court ruling, perpetrators can quickly return to society. She questioned when the state would take full responsibility for not only punishing offenders but also providing protection, treatment, psychosocial support, and rehabilitation for survivors. Ranju Neupane of RSP advocated for comprehensive sex education to be made mandatory in schools from grades 1 through 12 as a preventative measure. She argued that portraying women and girls as sexual objects in media perpetuates harmful attitudes and contributes to the problem, stating that no woman or girl is safe while such representations persist. Geeta Kumari Sendang of Nepali Congress emphasized the need to strengthen the rule of law to prevent recurrence and demanded the strictest punishment, including life imprisonment, for perpetrators.

Penal System Review Requested

Khushbu Oli of the Rastriya Prajatantra Party called for a review of Nepal’s penal system in comparison to countries like India, where rape convictions can carry the death penalty. She argued that punishments must be severe enough to deter potential offenders and urged the government to demonstrate political courage in finding legal solutions.
