Kathmandu— Central China’s Henan Province has relocated more than 65,000 people and activated its emergency response system as Typhoon Dolphin continues to bring intense rainfall and gale-force winds across the region. The province issued a red alert – its highest level – for torrential rain Wednesday morning, anticipating widespread heavy precipitation north of the Huaihe River through Thursday. Authorities are prioritizing resident safety by suspending classes, business operations, and outdoor activities in affected areas.

Emergency Response Measures

Henan Province has implemented a comprehensive disaster prevention strategy, including establishing over 200 material reserve points and deploying more than 12,000 emergency personnel. Provincial highway departments have inspected over 17,000 kilometers of key road sections and assessed the condition of over 700 bridges to mitigate potential hazards. The provincial power system has also taken preventative measures, addressing over 400 potential obstructions on power lines and pruning trees along critical infrastructure.

Extensive Personnel Deployment

To bolster response capabilities, Henan has mobilized a substantial workforce of over 50,000 personnel organized into more than 3,800 emergency teams. These teams are currently on 24-hour standby to address any emerging issues and provide assistance to affected communities. Officials have urged residents in typhoon-impacted areas to avoid flooded roads and evacuate immediately if their vehicles become stranded in water.

Typhoon’s Path and National Alert

Typhoon Dolphin, the 13th of its kind this year, initially made landfall in Zhejiang Province last Sunday before moving inland. The National Meteorological Center issued an orange alert for torrential rain on Wednesday, forecasting continued heavy precipitation across several provinces including Henan, Shandong, and Hubei through Thursday morning.

Authorities continue to monitor the situation closely and are prepared to respond to any further developments as Typhoon Dolphin moves through the region.
