Kathmandu— The Nepali government has formed the Gen Z Agreement and Integrated Package Implementation Coordination and Facilitation Committee to address demands stemming from protests led by members of Generation Z in September 2025, which involved injuries and fatalities. Led by Joint Secretary Hemraj Aryal of the Prime Minister’s Office (PMO), the committee will oversee implementation of agreements reached with protesters on December 10, 2025, and a coordinated package for rehabilitation, livelihood support, and social protection for families impacted by the movement – approved by Cabinet in July 2026. The formation of this committee aims to provide direct support regarding education, healthcare, and employment opportunities to those injured or bereaved during the demonstrations.

Committee Mandate and Structure

The newly formed committee will coordinate efforts across various ministries to ensure the effective implementation of both the agreement with Gen Z representatives and the integrated package designed to aid affected families. According to Aryal, the committee will act as a central point of contact for those injured during the protests and the families of those who died. It is tasked with identifying any challenges that arise during implementation and recommending solutions to relevant agencies.

New Controls on Government Travel

Alongside establishing the Gen Z committee, the government has also implemented stricter regulations regarding foreign travel by civil servants and other government employees. A circular issued to all ministries requires prior approval from the PMO for any employee nominated for a foreign trip, aiming to make travel more systematic, cost-effective, and transparent. Employees returning from overseas assignments are now required to share their acquired knowledge and skills with colleagues within five days of their return.

Documentation and Public Grievance System

The PMO is also centralizing the collection of documents related to Nepal’s international obligations and their implementation, seeking to maintain systematic records. Furthermore, officials reported a significant increase – approximately 350 percent year-on-year – in calls received by the Hello Sarkar call center's toll-free hotline (1111), indicating growing public use of the multi-channel grievance management system for reporting concerns and tracking progress on public service delivery.

Committee Membership

The committee includes Under Secretary-level representatives from seven ministries, including the Home and Finance ministries. Representatives from both the Gen Z Martyrs' Family Welfare Society and Injured Gen Z Nepal are also included, alongside Basudev Khanal, head of the Provincial Coordination, National Security and Diplomatic Affairs Section at the PMO.

The committee held its first meeting following its formation and is now actively working to coordinate implementation of the agreements and support packages for those affected by the Gen Z movement.
