Nepal Minister Calls for Fair Competition in Telecom Sector

Kathmandu— Nepal’s Minister for Information and Communications, Dr. Bikram Timilsina, met with representatives from Ncell Axiata Limited on Tuesday to discuss the need for a clean, transparent, and competitive telecommunications sector in the country. The minister emphasized that all service providers are equal under the law and assured necessary government support for those operating legally, while also stressing the importance of fair competition and rectifying past mistakes. The meeting focused on resolving previous disputes with Ncell, ensuring legal compliance, and fostering a healthy ecosystem within Nepal’s telecom industry.

Government Commitment to Transparency

Dr. Timilsina stated that the government is committed to creating a clean and transparent environment for all telecommunications service providers. He clarified that the Ministry of Communications treats all companies equally, provided they adhere to existing laws and regulations. The minister also expressed readiness from both the government and regulatory bodies to work towards improving the sector's overall health and fostering coordination among service providers.

Addressing Past Disputes with Ncell

The Minister addressed ongoing legal issues related to Ncell Axiata Limited, assuring a transparent investigation into past disputes. He emphasized that the company must improve its operational practices to prevent future problems, while also clarifying that any resolution of outstanding matters and transfer of ownership after the license period will be conducted within the bounds of existing laws. Dr. Timilsina stated it is the responsibility of both the government and regulators to correct past errors and prevent new ones.

Ncell’s Response and Future Initiatives

Dilliram Shrestha, Chief Regulatory and Corporate Services Officer of Ncell Axiata Limited, informed the minister that the company is actively working on initiatives to enhance its services and business systems. He noted that Ncell welcomes government efforts to improve subscription models, implement a ‘pay as you go’ system, and launch 5G services.

The Ministry of Communications indicated it will continue to work with telecom providers to ensure compliance and promote a competitive market within the legal framework established for the sector.
