Kathmandu— Nepal's Minister for Information and Communications, Dr. Bikram Timilsina, signed a performance contract with Prime Minister Balendra Shah on Wednesday outlining key objectives for the fiscal year 2083/84 BS (2024-25). The agreement aims to improve the effectiveness of the Ministry of Information and Communications and its agencies by linking duties and achievements to specific timelines. This initiative, conducted at the Office of Prime Minister and Council of Ministers in Singha Durbar, is part of a government effort to evaluate ministerial performance based on measurable results and prioritize the development of Nepal’s communication sector.
Contract Framework and Objectives
The performance contract was established in accordance with Nepal Government (Work Division) Regulations, 2083, to ensure effective execution of annual policy programs and budget allocations. It connects the Ministry's work scope, plans, government policies, and budgetary provisions with clear outcome indicators and milestones that must be achieved within specified timeframes. The agreement emphasizes good governance, public service delivery, communication infrastructure expansion, digital technology access, and improvements in telecom and information technology services.
Infrastructure Expansion Targets
A key focus of the contract is expanding Nepal’s physical and digital communication infrastructure. Specific targets for the fiscal year include accelerating optical fiber expansion by an additional 1,000 kilometers and extending 12-core optical fiber networks by another 6,500 kilometers. The agreement also prioritizes increasing access to fixed broadband and mobile broadband services while improving the quality of telecom infrastructure.
Expanding Access and Modernizing Services
The performance contract aims to broaden access to modern telecommunications services nationwide, including expanding 4G coverage, increasing telephone service users, and enhancing mobile broadband availability. The government intends to connect citizens in rural and remote areas with quality communication services through digital technology-based initiatives. Furthermore, the agreement prioritizes integrating traditional media with digital platforms, specifically focusing on expanding the national reach of Radio Nepal and Nepal Television.
Accountability and Grievance Resolution
Financial discipline and public accountability are also central to the performance contract. The Ministry is tasked with investigating 100% of received complaints to address citizen grievances and improve service delivery. This commitment, alongside clear responsibilities and targets for functions and results, aims to ensure effective ministry operations throughout the fiscal year.
Following the agreement between the Prime Minister and the Communications Minister, a similar performance contract will be established between the Minister and the Secretary of the Ministry of Information and Communications.
