Kathmandu— The Lok Sabha, India's lower house of parliament, is scheduled to debate two significant legislative proposals on Wednesday: The Bankers' Books Evidence Bill, 2026, which aims to update evidence rules for digital banking records, and The Taxation and Other Laws (Amendment) Bill, 2026, which seeks amendments to several existing tax laws. Additionally, Congress MPs are expected to raise concerns over mass defections in politics and police actions during a student protest.

Banking Evidence Modernization

Finance Minister Nirmala Sitharaman will present The Bankers' Books Evidence Bill, 2026, which seeks to provide legal provisions for evidence related to bankers' books and align them with contemporary digital banking practices. This bill aims to modernize the legal framework governing financial records in India's rapidly evolving digital economy.

The proposed legislation is expected to address the challenges posed by the increasing use of electronic transactions and digital documentation in the banking sector, ensuring that legal processes remain relevant and effective.

Taxation Law Amendments

Sitharaman will also move The Taxation and Other Laws (Amendment) Bill, 2026, which proposes amendments to the Payment and Settlement Systems Act, 2007, the Income-tax Act, 2025, and the Finance Act, 2026. These changes are designed to streamline tax procedures and enhance regulatory oversight in financial transactions.

The bill aims to improve efficiency in payment systems while ensuring compliance with tax laws, reflecting a broader push towards modernizing India's financial regulations.

Political Defections and Police Actions

Congress MP Manish Tewari has submitted an adjournment motion notice seeking suspension of the day’s listed business to discuss the need for a new anti-defection law. He argues that such legislation is necessary to curb mass political defections driven by opportunism rather than genuine ideological differences.

Another Congress MP, Manickam Tagore B, has also submitted an adjournment motion notice regarding police actions during a student protest at Jantar Mantar in New Delhi on July 20. He seeks answers from the government about the nature and proportionality of force used against protesters, including allegations of lathi charges, pellet guns, tear gas, and water cannons.
