Kathmandu— India's Lok Sabha Speaker Om Birla made an impassioned plea on Monday for cooperation from all political parties in restoring order to the ongoing Monsoon Session of Parliament. During a Business Advisory Committee (BAC) meeting, Birla emphasized the importance of allowing Question Hour and debating key legislation, citing the need to ensure that the voices of citizens are heard by their representatives. The appeal comes as parliamentary proceedings have been repeatedly disrupted by opposition protests over issues including police action against students and allegations concerning temple donations.

Speaker's Plea for Constructive Debate

Birla stressed the significance of constructive deliberations, meaningful participation, and upholding parliamentary traditions. He appealed to all parties to cooperate in ensuring smooth proceedings so that matters affecting the public could be discussed comprehensively and productively. According to sources present at the meeting, Birla stated, “Let the voice of the people be heard. Hold Question Hour. Discuss the key bills.”

He further emphasized that public issues should not remain unresolved, stating, “The people’s issues cannot be left waiting in the corridors… They must be reflected, debated, and resolved here, on the floor of this House.” Birla concluded with a personal appeal for cooperation, saying, “For democracy, for the people, please cooperate. Let the House function.”

Government Accuses Opposition of Stalling Proceedings

Union Parliamentary Affairs Minister Kiren Rijiju accused opposition lawmakers of deliberately stalling parliamentary proceedings. He affirmed that the government is prepared to engage in a detailed debate regarding student movements but urged members to refrain from disrupting the Home Minister’s official responses.

Rijiju emphasized the need for an uninterrupted process, cautioning against disruptions during official statements. “My only point made to the Opposition is that while the discussion and a reply are being made, the Opposition should not create disturbances to prevent the statement of the Home Minister,” he said. He added that lawmakers must listen to the government’s response once debate begins.

Bills Introduced Amid Uproar

Despite ongoing protests, four key Bills were introduced in the Lok Sabha on Monday. These included the Tribunals Reforms Bill, 2026; the Mines and Minerals (Development and Regulation) Amendment Bill, 2026; the Kerala (Alteration of Name) Bill, 2026; and the National Co-operative Development Corporation (Amendment) Bill, 2026. The introduction occurred amidst continued uproar from opposition members demanding answers regarding recent events.

The Monsoon Session has already seen significant disruption, with six out of eight Bills passed by the House being cleared without a full debate.

The Lok Sabha is expected to continue deliberations on these bills and address the concerns raised by the opposition in subsequent sessions. The Speaker’s appeal for cooperation remains central to restoring normalcy in parliamentary proceedings.
