Nepal Forms Committee to Implement Agreement with ‘Gen Z’ Movement Families

Kathmandu— The Nepali government has formed the 'Gen Z Agreement and Integrated Package Implementation, Coordination and Felicitation Committee' to ensure the implementation of agreements reached with individuals injured and families of those killed during demonstrations known as the ‘Gen Z movement’ which occurred on September 8th and 9th. Joint-Secretary Hem Raj Aryal announced the formation of the committee at a press briefing, stating it will coordinate between ministries and serve as a direct point of contact for affected families. The move follows an agreement signed with representatives of the movement on December 10, 2025, and a subsequent package approved by a cabinet meeting on July 2nd.

Committee Mandate and Responsibilities

The newly formed committee will primarily review progress on implementing the agreements made between the government and ‘Gen Z’ representatives. It is also tasked with putting into action an 'integrated package' of support measures previously approved by the cabinet. A key function of the Committee will be to facilitate coordination among various ministries to ensure the effective delivery of services outlined in the package, including provisions for education, health, and employment opportunities for affected families.

Composition and Membership

The committee is chaired by a Joint-Secretary from the Office of the Prime Minister and Council of Ministers (OPMCM). Its membership includes one Under-Secretary each from several key ministries: Home Affairs, Finance, Education and Sports, Youth, Labour and Employment, Infrastructure Development, Health and Food Safety, Women, Children, Gender and Sexual Minorities, and Social Security. Additionally, two members representing the injured and families of martyrs from the ‘Gen Z’ movement will serve on the committee. Basu Dev Khanal, an Under-Secretary at the OPMCM, has been appointed as member-secretary.

The Committee is authorized to convene meetings with government officials, non-governmental organizations, and subject matter experts as needed to fulfill its mandate.
