The congress is centered around approving the “People’s Program,” a plan outlining specific actions for national development through 2031. United Russia detailed that the program encompasses modernization of education and healthcare, support for agriculture and small businesses, expanded opportunities for youth, preservation of cultural heritage, and growth in sports and domestic tourism. A significant component also focuses on comprehensive social support for those involved in the Ukraine conflict and their families.
Putin’s Role and Support
Dmitry Medvedev, leader of United Russia, confirmed Putin's participation and stated that all of the president’s statements and proposals would be incorporated into the party’s program before it is voted on. Putin previously addressed the first stage of the congress in late June, where the candidate list – including prominent figures like Foreign Minister Sergey Lavrov and Moscow Mayor Sergey Sobyanin – was finalized.
Current Duma Representation
United Russia currently holds a significant majority in the State Duma, with 315 out of 450 seats. The party aims to maintain its dominance in the upcoming parliamentary elections by presenting a comprehensive platform and leveraging Putin’s continued support.
The delegates are expected to vote on the finalized “People’s Program” following Putin's address, solidifying United Russia’s platform for the September election.
