China Advances Key Legal Revisions, Including Road Safety and Anti-Corruption Measures

Kathmandu— The Standing Committee of the National People's Congress (NPC), China’s top legislature, met on Tuesday to deliberate a series of draft bills aimed at strengthening legal frameworks across multiple sectors. The session, presided over by NPC Standing Committee chairman Zhao Leji, included reviews of revisions to laws concerning road traffic safety, combating cross-border corruption, healthcare security, farmland protection, and national defense mobilization, among others.

Broad Legislative Agenda

Lawmakers considered a wide range of draft legislation during the 24th session of the 14th NPC Standing Committee. In addition to the Road Traffic Safety Law and the law on combating cross-border corruption, drafts for a healthcare security law and an agriculture law were also submitted for review. The proposed healthcare security law includes provisions related to long-term care insurance, intended to enhance protections for insured individuals.

Focus on Economic and Rural Development

Several of the draft laws focused on bolstering economic development and rural areas. A draft law on farmland protection aims to improve quality and oversight of funds allocated for high-standard farmland development, while revisions to the Agriculture Law seek to enhance support for agricultural and rural economic growth and protect farmers’ rights. The revised Enterprise Bankruptcy Law refines rules surrounding individual debtor liability and reorganization systems.

Strengthening Regulatory Frameworks

The session also addressed strengthening regulatory frameworks in key areas such as banking, water resources, and national defense. Revisions to the banking supervision and regulation law introduce classified and tiered supervision of financial institutions and aim to improve consumer protections. The draft revision to the Water Law focuses on protecting water resources and promoting conservation efforts. A revised National Defense Mobilization Law clarifies data collection protocols and security management.

New Provisions for Emerging Technologies

Recognizing evolving technological landscapes, lawmakers also considered legislation addressing new challenges and opportunities. Draft revisions to the Road Traffic Safety Law include a dedicated chapter on autonomous vehicles, signaling an intent to regulate this emerging technology. The draft amendment to the lawyers law aims to boost foreign-related legal services.

The bills will undergo further review and refinement before potential enactment, reflecting China’s ongoing efforts to modernize its legal system and address evolving societal needs.
