Kathmandu— Russian President Vladimir Putin and Syrian President Ahmed al-Sharaa held discussions on Wednesday concerning the future of Russia’s military presence in Syria, including the strategic Khmeimim airbase and Tartous naval base. The conversation affirmed Moscow's support for Syria’s territorial integrity and its opposition to Israeli actions within Syrian borders, while also addressing deepening political dialogue and trade cooperation. A deal was recently agreed upon after 18 months of negotiations that will see the bases transformed into joint training centers with Syrian control over civilian facilities. Russia provided significant backing to former Syrian President Bashar al-Assad during the country’s thirteen-year civil war, expanding its footprint at both military installations.

Bilateral Relations and Russian Support

During a telephone call on Wednesday, Putin reiterated Russia's support for Syria’s territorial integrity and condemned Israeli attacks that violate Syrian sovereignty. The Kremlin emphasized the importance of continued contact “at various levels” to further develop bilateral relations and strengthen cooperation in areas including trade and political dialogue. Russia backed former Syrian President Bashar al-Assad throughout the thirteen-year civil war, intervening militarily to maintain his power.

Military Base Agreement Details

Syria announced earlier this month that a deal had been reached with Moscow regarding the future of the Khmeimim and Tartous bases. The agreement will see both facilities repurposed as “joint training and capacity-building centres,” with Syria assuming control over civilian infrastructure at each location. The Memorandum of Understanding outlining these changes, concerning the reorganization of the Khmeimim Air Base and the Tartus Material-Technical Support Point, was originally signed on August 9.

Strategic Importance of Bases

The status of the Khmeimim airbase and Tartous naval base has been a key topic in discussions between Damascus and Moscow. These bases are highly strategic for Russia, serving as crucial elements in its efforts to maintain influence across the Middle East and Northern Africa. Since al-Sharaa led the ouster of the previous regime, Putin has focused on building relations with the new Syrian government and securing the future of these key military assets.

The agreement signifies a continued partnership between Russia and Syria as they move forward with joint training initiatives at the Khmeimim and Tartous bases.
