China to Implement Revised Power Safety Regulation Effective 2027

Kathmandu— China will implement a revised regulation on emergency response to and investigation of power safety accidents, effective January 1, 2027, as part of efforts to strengthen safety governance amid rapid renewable energy expansion and new power system construction, following Premier Li Qiang's signing of a State Council decree.

Regulation Details and Scope

The regulation, consisting of 38 articles, requires power companies and users to strengthen screening of potential accident hazards and adjusts accident classification criteria to account for grid scale, structural changes, and grid-related performance of power generation equipment.

It also clarifies safety responsibilities for entities connected to the power grid beyond traditional power companies and users, mandating that power companies develop emergency rescue plans and conduct regular drills to enhance preparedness.

The regulation further calls for improved accident investigation procedures, requiring investigation teams to notify supervisory authorities and involve them in the process to ensure transparency and accountability.

The regulation aligns with China's broader energy transition goals, including the National Energy Administration's 2026-2030 action plan emphasizing preventive risk management and AI-driven safety solutions for new energy infrastructure.
