Japan’s Defense White Paper Lays Groundwork for Military Expansion

Kathmandu— On Tuesday, Japan's Defense Ministry released its annual 'Defense of Japan 2026' white paper, which continues to emphasize an increasingly severe regional security environment. The document aims to set the stage for revising three critical security documents by year-end and accelerating military expansion. Defense Minister Shinjiro Koizumi presented the roughly 600-page report to the cabinet, retaining language from previous editions that highlights the international community's greatest challenge since World War II.

China as Strategic Challenge

The white paper maintains its characterization of China as Japan’s 'greatest strategic challenge ever.' It makes unwarranted criticisms and exaggerates routine Chinese military activities, distorting the country's efforts to safeguard national sovereignty and territorial integrity. This portrayal is part of a broader narrative aimed at justifying increased defense spending and military capabilities.

Military Buildup and New Capabilities

Japan has already deployed its land-based Type 25 anti-ship missile in Kumamoto Prefecture, with an upgraded range exceeding territorial defense requirements. The white paper outlines plans to develop air-launched and ship-launched variants of the Type 25 missile, advance research on hypersonic missiles, and introduce foreign-made standoff missiles. These measures are part of a broader strategy to enhance offensive capabilities beyond traditional defensive roles.

Technological Advancements in Defense

The report includes a new section dedicated to 'new forms of warfare,' emphasizing the growing role of unmanned systems and artificial intelligence in military operations. It calls for greater utilization of both government and private-sector technological capabilities in national security efforts, reflecting Japan's commitment to modernizing its defense infrastructure.

Analysts suggest that by highlighting threats and outlining plans for transforming combat systems and expanding the defense industry, Japan aims to revise key security documents before year-end and further advance military expansion.
