The inquiry committee was formed by Lok Sabha Speaker Om Birla on August 15, 2025, acting under the Judges (Inquiry) Act of 1968. This followed a notice of motion submitted by 146 Members of Parliament requesting Justice Varma’s removal from office. The panel's work included examining more than 55 witnesses and reviewing both oral and documentary evidence related to the incident.

On March 14, 2025, a fire occurred at Justice Varma’s official residence while he was serving on the Delhi High Court. Responding fire crews reportedly discovered partially burned currency notes during their response. Following this event, Justice Varma was transferred to the Allahabad High Court and sworn in as a judge there on April 5, 2025. The Supreme Court also formed its own three-member judges' inquiry panel to investigate the allegations.
