Kathmandu— The government of the Macao Special Administrative Region (SAR) announced on Tuesday the release of its Third Five-Year Plan for Economic and Social Development (2026-2030). The plan, unveiled at a press conference held at SAR government headquarters, outlines eight key development goals designed to integrate Macao further into China’s overall national strategy and bolster economic diversification. Chief Executive Sam Hou Fai emphasized the initiative as crucial for advancing the “one country, two systems” framework while proactively aligning with the nation's 15th Five-Year Plan.
Plan Objectives and Framework
The Third Five-Year Plan consists of ten parts and thirty-six chapters, establishing eight specific development goals. These include ensuring full implementation of national security protocols, improving law-based governance, achieving substantial economic diversification, and fostering high-quality development within the Guangdong-Macao In-Depth Cooperation Zone in Hengqin. Other objectives focus on advancements in education, technology, and talent development, enhancing citizen well-being, building a sustainable “smart” Macao, and strengthening integration with national development strategies.
Key Tasks for 2026-2030
Chief Executive Sam Hou Fai outlined four major tasks to be prioritized during the plan’s implementation period. These include advancing economic diversification through strategic projects and a dedicated government guidance fund, deepening integrated development with Hengqin, accelerating urban renewal initiatives to create a more livable and technologically advanced Macao, and strengthening connectivity between Macao, mainland China, and international markets.
Public Consultation and Expert Analysis
The release of the plan followed an extensive public consultation period from May 20th to June 28th, during which the SAR government actively sought input from various sectors of society. Yin Yifen, director of Social, Economic and Public Policy Research Center at Macao Polytechnic University, highlighted the benefits of Macao’s five-year planning mechanism, noting that it “brings two core advantages for economic diversification and policy coherence.” Yin further explained that this framework operates within the ‘one country, two systems’ principle, serving as a vital institutional supplement by anchoring Macao's development in national strategies while translating broad requirements into measurable objectives.
Institutional Role of Five-Year Plans
According to Yin Yifen, the five-year planning mechanism consolidates institutional capacity for SAR governance. It allows Macao to translate overarching national directives into concrete goals encompassing economic growth, citizen welfare, and security.
The plan’s implementation is expected to shape Macao's development trajectory over the next five years, with a focus on balancing regional integration with maintaining its unique administrative framework.
