The Department of Justice announced Thursday that Bowie had been taken into custody and charged with providing material support for ISIL (ISIS) after allegedly pledging loyalty to the terrorist organization and attempting to acquire materials for explosives and firearms. Investigators claim they intervened before Bowie could carry out her plan to destroy parts of the capitol building and travel to Syria, relying heavily on information from confidential informants throughout the investigation.
Alleged Plot Details
According to a 21-page complaint filed by an FBI special agent, Bowie is a frequent social media user who allegedly expressed support for terrorism across multiple accounts. The complaint cites a post praising the September 11th attacks as evidence of her extremist views. In July, an undercover FBI informant initiated contact with Bowie through encrypted messaging apps, where she reportedly requested assistance in building a bomb and identified the state capitol as her target.
Undercover Operation
The investigation involved multiple confidential informants who allegedly provided Bowie with funds to purchase materials from Home Depot and a firearm with ammunition. Photos included in the complaint show Bowie at a self-checkout lane at Home Depot and taking pictures outside the state capitol, which authorities claim were part of reconnaissance efforts. Bowie reportedly told FBI agents during an interview that she was aware of the potential 20-year prison sentence for providing material support to terrorists.
Controversial Investigative Tactics
The use of confidential informants in terrorism investigations is not new but remains controversial, with rights groups raising concerns about “sting” operations and the potential for entrapment. The case echoes that of the “Newburgh Four,” where an FBI informant was accused of incentivizing a plot to attack synagogues and military aircraft. In 2023 and 2024, those men were granted compassionate release after a judge determined the US government was the 'real lead conspirator' in their case.
Bowie is currently in custody, and the investigation remains ongoing as authorities continue to examine the extent of her alleged plans and connections. The case highlights the challenges and ethical considerations surrounding the use of undercover tactics in preventing terrorist attacks.
