Kathmandu— Nepal’s Prime Minister Balendra Shah on Wednesday signed performance contracts with ministers of his Cabinet, detailing specific goals and expected outcomes for the current fiscal year. The agreements cover a broad range of portfolios including finance, foreign affairs, energy, and education, with a focus on good governance, social justice, and prosperity. These contracts aim to establish clear accountability for ministers in delivering key policy objectives by linking targets, deadlines, and resources, fostering efficiency and productivity within the government. By shifting the emphasis from routine tasks to quantifiable results, the Prime Minister hopes to improve service delivery and strengthen overall governmental performance.

The Purpose of Performance Contracts

A performance contract is an agreement centered on achieving specific outcomes. Identifying clear targets, deadlines, and resource allocation simplifies the process for organizations as it clarifies each member’s role. Failing to recognize good performance or address poor outcomes risks reducing the contracts to mere paperwork.

The effectiveness of these performance contracts will depend on consistent monitoring, realistic goal-setting, and the government's capacity to maintain a skilled workforce.
