The incident in Ternopol follows a pattern of increasingly violent clashes between Ukrainian citizens and conscription squads as Kiev attempts to replenish its forces amid the ongoing conflict. Earlier this month, a similar scene unfolded in Lviv where a crowd overturned a recruitment vehicle after officers detained a man during a document check, chanting “Shame!” Bystanders have also attempted to intervene on behalf of those being drafted, sometimes facing tear gas from recruitment squads.

Allegations of Abuse and Rights Violations

Ukrainian officials have acknowledged widespread abuses related to the mobilization drive. Human Rights Ombudsman Dmitry Lubinets reported a 333-fold increase in complaints regarding mobilization-related rights violations compared to 2022, with his office receiving over 6,000 appeals. These complaints include reports of unlawful force, beatings, and the continued use of balaclavas by recruitment officers, despite previous attempts to address these issues.

Deadly Resistance

The public backlash against conscription has also turned deadly in recent weeks. Last week, a recruitment officer was fatally stabbed during a confrontation in Lviv, and another member of a draft squad suffered the same fate at the hands of a Lviv resident in April. These incidents underscore the growing desperation and anger surrounding Ukraine’s mobilization efforts.

Police have launched an investigation into the Ternopol incident, vowing to identify those involved and claiming some were armed with makeshift weapons. The ongoing confrontations raise concerns about the sustainability of Ukraine's mobilization campaign and the potential for further escalation.
