China Outlines Ambitious Five-Year Plan for AI and Industrial Upgrading

Kathmandu— China has laid out a comprehensive roadmap for industrial advancement over the next five years, focusing heavily on the integration of artificial intelligence (AI) and new energy vehicles (NEVs), officials announced Wednesday in Beijing. The plan, spanning from 2026 to 2030, includes establishing nearly 200 AI standards, constructing 500 zero-carbon factories, optimizing NEV policies, and accelerating the development of core 6G technologies. This initiative aims to bolster China’s manufacturing sector, promote green practices, and maintain its position as a global leader in technological innovation.

AI Integration Across Industrial Chains

Xin Guobin, vice minister of the Ministry of Industry and Information Technology (MIIT), stated that AI is now deeply embedded throughout China’s industrial processes. This integration extends from initial research and development phases through design, production, quality control, and ongoing operations and maintenance. Multiple cities are also being organized to conduct ethical reviews and practical implementations related to AI services.

The country's computing power infrastructure continues to expand rapidly; by the end of June, China’s intelligent computing capacity reached 2,185 EFLOPS, with over 70 major computing corridors established around key hubs. This robust infrastructure supports the development and deployment of increasingly sophisticated AI applications.

Focus on Green Manufacturing and NEVs

During the 15th Five-Year Plan period, China intends to establish 500 zero-carbon factories, serving as models for a broader transition towards green and low-carbon industrial practices. This commitment underscores the nation’s dedication to sustainable development alongside economic growth.

The plan also prioritizes the high-quality development of the intelligent connected NEV industry, with an emphasis on product quality, safety, and reliability. Officials stated that policies regarding NEV insurance will be refined and maintenance costs reduced to encourage wider consumer adoption.

Advancing 6G Technology and Emerging Industries

Liu Yulin, director of the MIIT's information and communications development department, announced that efforts to advance core 6G technologies will be accelerated over the next five years. China plans to continue technology trials and standards development, aiming for commercial deployment of 6G in the future.

Beyond 6G, the plan identifies several emerging pillar industries – including integrated circuits, aerospace, biomedicine, the low-altitude economy, novel energy storage, and intelligent robotics – as key drivers of economic growth. Future industries such as quantum technology, biomanufacturing, hydrogen and nuclear fusion energy, brain-computer interfaces, embodied intelligence will also be promoted.

Supporting SMEs and Fostering Innovation

China intends to cultivate high-quality enterprises, particularly small and medium-sized enterprises (SMEs) specializing in advanced technologies and unique products. The government aims to foster “little giant” companies with strong growth potential and market competitiveness, as well as single-product specialists within the manufacturing sector.

The country will also prioritize strengthening its information and communications industry by accelerating the construction of next-generation communication and computing networks, promoting large-scale application of 5G and industrial internet in key industries, and enhancing network and data security.

China’s commitment to AI development was demonstrated at recent events like the 2026 World Robot Conference and the ongoing World Humanoid Robot Games, both held in Beijing. The nation also released an action plan on international AI ethics governance during the 2026 World AI Conference in Shanghai last month.
