Kathmandu— Amidst continued disruptions in both Houses of Parliament, Congress MP Priyanka Gandhi Vadra asserted on Monday that the current deadlock between the government and opposition parties will not be resolved until the Union Home Minister addresses the House. Speaking to reporters in New Delhi, Gandhi emphasized the need for a statement from the minister to address the issues stalling parliamentary proceedings. The impasse comes as opposition parties demand an official response from the government regarding several contentious matters.

Opposition Demands Government Response

The ongoing disruptions and repeated adjournments of both Houses of Parliament stem from disagreements over key issues, with opposition members calling for a formal statement from the government on the floor of the House. Priyanka Gandhi’s remarks underscore the opposition's firm stance that this response is crucial to resuming normal parliamentary function.

Concerns Over Proposed Legislation

Congress MP Imran Masood also voiced strong criticism of the Central Government, specifically regarding the Foreign Contribution (Regulation) Act (FCRA) Amendment Bill and an upcoming delimitation exercise. He accused the ruling government of attempting to establish authoritarian control and undermine democratic norms.

Masood alleged that the government seeks complete control over national institutions in order to suppress opposition voices and civil society organizations, stating, "The government wants to impose a dictatorship…They want to destroy democracy, seeking total control over everything.”

FCRA Amendment Bill Details

The Foreign Contribution (Regulation) Amendment Bill, 2026 was recently reintroduced in the Lok Sabha. The bill aims to amend the existing Foreign Contribution (Regulation) Act of 2010, with a stated goal of increasing transparency and accountability in the regulation of foreign contributions. It proposes establishing a Designated Authority to oversee foreign contributions and assets when an entity’s FCRA registration is cancelled, surrendered, or lapses.

The legislation also stipulates that any assets related to places of worship must maintain their religious character under the oversight of this authority, and seeks to reduce the maximum penalty for violations from five years' imprisonment to one year. Data from the Ministry of Home Affairs indicates that between 2019 and 2022, 13,520 entities received a total of Rs 55,741 crore in foreign remittances.

FCRA Registration Status

As of July 15, 2026, official records show that 14,449 FCRA registrations were active across the country. However, a significant number – 22,498 – have been cancelled, and another 15,212 have expired, highlighting changes in the landscape of foreign funding for organizations within India.

The parliamentary deadlock continues as of Monday, with no immediate resolution in sight pending a statement from the Union Home Minister.
