China Approves New Healthcare Law, Announces Key Personnel Changes

Kathmandu— The Standing Committee of the National People's Congress (NPC) in China convened on Friday to vote on several key legislative measures and personnel changes, including the adoption of a new healthcare security law, the appointment of a new civil affairs minister, and the ratification of an extradition treaty with Hungary. The session, held in Beijing, also saw revisions to existing laws concerning agriculture, national defense mobilization, and legal practice, as well as decisions regarding several military officials.

Legislative Approvals

Lawmakers approved a new healthcare security law intended to strengthen the nation’s health system. In addition to this key piece of legislation, they also passed laws focused on farmland protection and quality improvement, revisions to the Agriculture Law and National Defense Mobilization Law, and amendments to the lawyers law. These legislative actions signal a broad effort to update and refine China's legal framework across multiple sectors.

Ministerial Appointments

The committee voted to remove Lu Zhiyuan from his position as minister of civil affairs and subsequently appointed Li Changguan to fill the role. President Xi Jinping formally signed orders enacting these personnel changes, along with those related to the newly passed laws.

Extradition Treaty & Military Changes

An extradition treaty between China and Hungary was also ratified during the session, potentially streamlining legal cooperation between the two countries. In a separate move, Zhang Youxia was removed from his position as vice chairman of the Central Military Commission (CMC), and Liu Zhenli was relieved of his duties as a member of the CMC. These changes suggest ongoing adjustments within China’s military leadership.

Legislative Priorities Outlined

During the closing meeting, NPC Standing Committee Chairman Zhao Leji emphasized the importance of legislative work in promoting social fairness and justice. He called for continued improvement of China's socialist legal system and stressed the need to strengthen legislation in key areas, including emerging technologies and foreign-related matters. Zhao also highlighted the necessity of ensuring that laws are aligned with evolving societal needs.

The NPC Standing Committee will continue to prioritize legislative work aimed at supporting China’s modernization goals, with a focus on strengthening legal frameworks across various sectors.
