US Urges Israel to Honor Withdrawal Agreement from Southern Lebanon

Kathmandu— The United States has instructed Israel to adhere to a previously agreed upon framework requiring its forces to withdraw from southern Lebanon, following remarks by Israeli Defense Minister Israel Katz indicating a continued military presence. The US State Department issued the directive after Katz declared that Israeli troops were “here to stay” in the region, contradicting an agreement signed on June 26th which linked withdrawal with Lebanese government action against Hezbollah. This framework, brokered by the United States, stipulated Israel would leave occupied territory in exchange for Lebanon disarming Hezbollah and establishing its military as the sole armed force within its borders.

Framework Agreement Challenged

Under the US-brokered agreement, Israel committed to withdrawing from approximately 600 square kilometers of southern Lebanese territory, including areas north of the Litani River. However, Defense Minister Katz’s recent statements have raised concerns about Israel's intentions and compliance with the deal. He stated he had instructed the IDF to prepare for a “long-term stay” in the region, asserting that withdrawal was not an option. "As the Prime Minister and I have clearly stated, we are not withdrawing from this security zone… under no circumstances will we withdraw," Katz said on Wednesday.

US Response and Concerns

A State Department official responded to Katz’s remarks by emphasizing Israel's prior commitments. “The United States expects all parties to act in accordance with the framework agreement they have agreed upon, and Israel has clearly stated that it has no territorial aspirations in Lebanon,” the official said. The US further clarified that a permanent Israeli military presence would be inconsistent with the framework and detrimental to long-term peace and security for both countries.

Allegations of Annexation and Local Rejection

Prime Minister Benjamin Netanyahu has also suggested the possibility of annexing portions of southern Lebanon, claiming some Christian villages have requested inclusion within Israel due to protection from Hezbollah. However, over a dozen local Christian leaders in southern Lebanon swiftly refuted these claims, issuing a statement that described Netanyahu’s remarks as “completely fabricated” and disconnected from reality. The Israeli occupation has already resulted in the demolition of numerous villages and the displacement of over 1.2 million Lebanese civilians.

Impact on US-Iran Talks

Israel's actions in Lebanon are also reportedly impacting separate peace negotiations between the United States and Iran. A memorandum of understanding agreed to by Washington and Tehran on July 17th included a call for “the immediate and permanent termination of military operations on all fronts, including in Lebanon,” a condition Israel has yet to meet.

The situation remains tense as the US seeks assurances from Israel regarding its commitment to the withdrawal agreement. Further developments are expected as both countries navigate this sensitive issue.
