Kathmandu— Qatar’s prime minister recently concluded meetings in Tehran with Iranian officials, including Foreign Minister Abbas Araghchi and President Masoud Pezeshkian, to discuss critical issues surrounding the Strait of Hormuz and explore pathways towards resuming dialogue between Iran and the United States. The talks centered on a proposed framework for a temporary shipping corridor through the strait, as well as a potential joint project to remove mines reportedly laid during past conflicts, with both sides emphasizing the need to reduce regional tensions and enhance security. Qatar has been actively involved in mediation efforts alongside Pakistan, previously securing ceasefire agreements that have since faltered, while Oman is also engaged in parallel discussions with Iran.

Diplomatic Efforts Gain Momentum

The Qatari Ministry of Foreign Affairs stated that the officials reviewed recent regional developments and ongoing efforts to de-escalate tensions and create conditions conducive to dialogue. Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Qatar’s prime minister and foreign minister, expressed on X (formerly Twitter) his belief that “dialogue and diplomatic solutions remain the optimal path for addressing disputes.” He added that discussions in Tehran reaffirmed Qatar's commitment to de-escalating tensions and promoting peaceful resolutions, including respecting freedom of navigation through the Strait of Hormuz as per international law.

Proposed Framework for Hormuz Security

Discussions included a proposed framework involving the creation of a temporary shipping corridor through the Strait of Hormuz and a potential joint project to clear mines from the waterway. Iran maintains these mines were laid during previous conflicts. According to Iran’s Tasnim news agency, Mohammad Bagher Ghalibaf, Iran's parliament speaker, stressed the importance of de-escalating regional tensions during his meeting with Sheikh Mohammed. The two officials also exchanged views on current developments and efforts to resume dialogue.

Iranian Conditions for Reopening Strait

While diplomatic momentum is building, Iranian officials have indicated that reopening the strait is contingent upon specific demands being met by Washington. These include lifting the naval blockade imposed on Iranian ports, unfreezing Iranian assets held abroad, and removing oil sanctions. Since the start of recent conflict, Iranian forces have been requiring vessels to obtain permission before transiting the waterway and have reportedly intercepted ships failing to comply. Tehran has also proposed implementing service fees for ships using the strait, a move opposed by both the US and regional countries.

Talks between Iran and Oman are expected to continue, with potential expansion to include other Gulf nations as Qatar continues its mediation efforts. However, no agreement has been reached at this time.
