Mustang Customs Office Operates on Rent Amid Infrastructure Challenges

Kathmandu— The Mustang Customs Office, which operates at the border point with China, has faced significant infrastructure challenges. The liaison office in Jomsom, the district headquarters, has been operating on rented premises for more than a decade and a half due to a lack of necessary funds for construction. Despite being allocated Rs. 5 million for building construction this fiscal year, the amount is insufficient for a permanent structure, leading to delays.

Infrastructure Shortfalls

The Mustang Customs Office's main office is located in Nechung within Lomanthang Rural Municipality-4 of Upper Mustang. However, the contact office in Jomsom also handles administrative and customs-related tasks but lacks adequate physical infrastructure. Chief Bidur Chudal highlighted that a permanent office would facilitate legal procedures related to customs evasion and other work during winter months when temperatures drop below zero.

Funding and Construction Delays

Although around six ropanis of land have been made available in Gharapjhong Rural Municipality-4, the office building has not yet been constructed due to a lack of funds. The allocated Rs. 5 million for construction this fiscal year is insufficient for a permanent structure, leading to delays in the project.

Impact on Services and Revenue

The customs office collects billions of rupees in revenue annually but lacks adequate infrastructure, affecting service delivery. Raju Lalchan, president of the Mustang Chamber of Commerce and Industry, emphasized that the lack of basic infrastructure is a significant issue. He stated that any further delay will impact the efficiency of customs services.
